Who choses gym leaders pokemon?
Nobody. We can either design Pokemon that would suit them or make a list of pokemon they could use depending on the time in which they’re put into the game. Say 1st gym leader. He would have weaker dragon types. 8th gym leader would have really strong ____ Pokemon.
