I must look at this for myself is that at the upper or middle part of victory road
I actually noticed this a few months back while playing through the game my self, and after staring at it for I while, I realized that it’s most likely Anistar City seen from a distance.
Anistar City has that same basic shape and is surrounded by a body of water. In that picture you can see the Gym and the cafe, as well as the path leading out toward the sundial (the “dock”).
Now, the Sundial IS missing obviously, but they could have easily forgotten to add it in. Fly to Coumarine City and look down the side of the cliff toward the other half of the town. Notice a few buildings missing? This could also be the same situation.
Anistar City isn’t located near a lake though, the body of water connects to a river.
Well other than it being Anistar City, I don’t know what else it could be. I have my doubts that GF decided to put an unreachable dock on a lake viewable from Victory Road. It looks like a city on a raised platform above water. The only thing that fits that bill that currently exists is Anistar. Not only are the similar in shape, but they’re also is the same general direction from Victory Road and the Pokémon League.
They can just put that. Not all buildings are reachable in Lumiose City for example and I remember seeing unreachable things in other places as well. It’s probably a lake to enhance the viewing of Victory Road.
Why would they forget something as huge as the sundial?
And last time I checked, Anistar wasn’t surrounded by trees. It’s surrounded by frost. There’s also route 17.

not seeing the river either, and Although anistar IS located near victory road, that small lake with flowers east of it is closer and is in about the same area, and is the same shape as the one in the pic. But you can’t see the flowers because it cuts off at the east end of the lake.
why would they put some random lake in the map? I think it serves a purpose.

But if it gets a Mega, why would it no longer be usable?? A mega will only make contrary serperior BETTER than it already is.
