Hmm… It depends on the more popular starter; I guess. Sceptile should get one because of it being quite popular. Yet, it wouldn’t surprise me if there were a Blazikenite Y (or what ever there going to call it.). I believe Blaziken was the most popular starter of 3rd gen.

No. Pick Up only works in the overworld. The Pokemon picks up random items.

I didn’t read that part. I thought you were asking for an answer. Well then that would be bad. The Pokemon using Pick Up would get hurt even more. It would be annoying.
Actually that’s incorrect. In battle, if the opponent uses up an item like say Salac Berry, you actually automatically pick up that item (assuming you are not holding an item) and you will be holding it for that battle. This mechanic was added in B/W onwards.
