According to a recent Famitsu article, the upcoming games Pokémon Sword and Pokémon Shield will not bring forward the Mega Evolution or Z-Move mechanics introduced by previous games. Instead the titles will exclusively focus on the newly introduced Dynamax mechanic which is available to use by all Pokémon.

The move is sure to disappoint some fans, but also offers up room for new strategies without having to worry about your opponent Mega Evolving their Pokémon (Blaziken for example) or unleashing a powerful Z-Move.

While not mentioned, it is probably worth assuming that Primal Reversions will also likely be unavailable for players.
