In order to qualify, you must A.) be a resident in a Japan and B.) Be a grade school student. This tournament is being held for both the Pokemon TGC and XY games, and requires players to use at least one Dragon-type Pokemon in their party. The First City (With a gym and after the starting town) is Meteoris. Which has a Dragon typed Gym.

Not yet. There’s one town with a Volcano and Fire gym called Volcore. The Town with the water gym is going to be called Everflow. I believe.
