This isn’t new to crown tundra. Its already available in in current DLC isle of armor, You just have to use the mechanical duck thing in the dojo to make it. I have made 2 unknowing what it was initially. But then when read description was like what?? But I guess there are restriction cuz it doesnt work on every pokemon which makes sense since not every pokemon has more than one ability

It will allow some legendaries to get their HA’s where they were previously only in events or through VC OR Dream Radar. Mewtwo, Ho-Oh, Lugia, Zapdos and Landorus come to mind. Also if it changes HA’s back to regular abilities that could be useful too if you caught a shiny in a raid, horde, friend safari or SOS that happened to have one that is bad for it.
