It’s not like the forest goes up the volcano, it’s also at the base, just like the ocean + we do have loads of water pokemon with legs. And why does it matter if they can get up the mountain or not? I mean, even if Marowaks live at the top (which hasn’t been said I think) it’s still an island region so there are loads of water pokemon. Marowaks def walk around some parts of the island because if they were isolated up the mountain they wouldn’t even need to learn how to defend themselves from grass pokemon because there’s probably none at the summit. Got it?

Hotsprings typically occur closer to the base of a volcano.
And a pond would have to be quite deep in the forest.
A river would be somewhat believeable, but again it’s not going to be near the edge of the forest, it’s more likely to be deep in.

Ah yes, and these water pokemon from the ocean that have suddenly grown legs decide to migrate up the mountain towards the volcano for what reason?
