Yes it was specified that tapu koko was melemele’s guardian by hala himself

It cant be the starter’s final as when hala introduces you before the battle at the festival he says “the one who has met with tapu koko” while someone in the crowd responds “wow what a curious fella tapu koko is” or something like that
