I think the story would be that arceus would have became friends with a human again then his friend died or something, causing him to make a new type or something in memory of his friend. OR their excuse would be that the fairy type only exists in kalos, leading to the other regions having myths with the fairy type not included.

i’m hoping it would be too, but it would be too much of a jump from a little bird to a big hawk imo.
