Without trading, yes. The item that changes their forms is only obtainable if you have a kami from the Dream Radar. If you don’t have a 3DS you’ll need to trade for one to unlock the item (it works on non-Radar kamis too, you just need a Radar one to get the item).

They weren’t rumors.

Black Kyurem, White Kyurem, Sacred Beast Landorus, Sacred Beast Thundurus, Sacred Beast Tornadus, Keldeo, Resolute Keldeo, Meloetta, Pirouette Meloetta are all considered “New Pokemon”

The Coro Coro that had the “rumor” introduced Meloetta, so when the rumor was made it was for Meloetta. She was the “brand new Pokemon” the Rumor was originally talking about.

You can change formes whenever you want to. You just need to use the obtainable item.
