It’s not actually random. A while back, they announced that Nientailes (With Drought)/Chandelure (with Shadow Tag I think) and Whimsicott (Prankster)/Lucario (Justified) were going to be distributed for Japanese players.
These Pokemon are ideal for double battles with I think :
Whimsicott knowing Beat up-> + Lucarios’ Justified=Powerful
Drought Ninetailes + Shadow Tag (and high sp.attack) Chandelure (Maybe with overheat +Herb) =Deadly
