I bet this Island (ticket) is downloaded throught a WIFI event like of the victini. Not to mention it probably is the island beside the one where you catch victini. Look closely on the issue map and you will see that there is 2 small island isolated from the Issue Region. One is where you catch Victini and the other probably is this special tower place!

I think the only reason its an event download is to restrict people from using it until they open it up officially…
If theres music ripped from the game called United Nations then theres our confirmation that its gonna be something international, which is why its not released yet.

this tower is like Global Terminal from gen 4 you can battle trainers from around the world
but for now is unknown how.you can go there whit a boat after u receive an item from an event
